That doesn't make sense. Obama (and his advisors, and his friends) are the client; Congress is the customer who buys what the campaign is selling.The American people just write the checks, so they don't really matter here.
What I meant was, he's trying to sell a plan to the American people. He's the seller of the product (agency) and we're the client (the buyers). And God help the person who has to sell to that client!
